The first two are fairly rare. Mags spawn in the Projects districts (where Bling Bling is; like Shivington), and they've been verified to appear in the University district--I found one north across the street from the University shops.
Justices show up in the Suburbs Expansion district, but again, pretty infrequent. Your best bet to get a Justice is go through the story missions until you unlock the third set of Saints gang cars--it'll be one of them. Make all three the Justice and then just jack one from your homies.
Titans show up in the Ultor areas, including on the freeway that runs above the east side of the district. They'll also pop Downtown and (oddly enough) in the Barrio area.

can someone tell me where to find the zomkah, ive never seen it b4, and did anyone notice in online play, posiedens palace strong arm, the cars consist of some of the rarest from single player, eg: mag, socialite, justice xx wierd....
