first let me tell you if your having problems with gibbed executables to mod vpp_pc files under vista the extract works when you run as administrator but the build doesnt you need to disable uac start menu and click the picture and click user account control off then apply restart now all should work if you want to repleace the pedestrians with more hispanics and blacks or you want to remove pedestrains and cars make less ore more you can play around with this file in common.vpp_pc spawn_info_categories.xtbl you can turn the game into los angelas
