According to the Saints Row 2 Strategy Guide, you unlock a copter after completing all Helicopter Racing activities in Stilwater. You may want to complete and win all those levels to see what happens...

You must complete all Helicopter/ Air racing activities as someone stated already. And don't triple post, be patient. :|

you know you can get it in the DLC mission where you have to protect that one guys limo...i got the saints heli that way, its a little complicated but yeah...
