In a nutshell, you need to:
* run gibbed's tools to extract the contents of your common.vpp_pc and patch.vpp_pc files
* Find GML1.xtbl and copy it to your working directory (usually ..modified) and modify it with the changes listed in the thread:
community.saintsrow.com/viewtopic.php?f=...
* compile a new patch.vpp_pc using Gibbed's build tool
* Backup up and copy this replacement file to your saints row game directory

The stickied modding thread has tutorials on how to do all that stuff:

Is there a tutorial we can point to? I would explain it, but that's a lot of stuff to say.

Oh well, I'll explain it anyway because I'm nice. You need Gibbed's modding tools. Then you need to point the extractor executable inside the directory to your SR2 Patch.vpp_pc file. Select a place it should extract to (by default, it will extract to a directory called "modding" in your SR2 directory?) and it will unload the patch files into the chosen spot.

Now, in the simplest terms, first make a backup of your Patch file. Then, take the mod file you want to insert and put it into the directory where all the extracted patch files are. If the file already exists, replace it.

You've just successfully modified the contents of the patch file, but it's not a patch file, it's a big mess of files. It took me a while to get the hang of it, but use the "Build Patch.bat" to convert all those loose files back into a Patch archive.

It may take some tweaking. Gibbed assured me it didn't, but it must not have worked right because I had to direct it to my "modified/extracted/patch" directory, after which everything zipped up just nicely. If you need to make edits to the Build Patch.bat file in order to point it to where the extractor put your files, back it up just in case and right click the original batch file and press Edit. You can customize the path the program uses to reach your extracted directory from there.

Hopefully that's not too complex. I'm sure there's a tutorial around here somewhere if that didn't do it for you. Just work with it. It's really not that hard, and while I got super frustrated in the beginning, it was really just user error.

1.) Backup Patch.vpp_pc
2.) Extract Patch file
3.) Insert modified file into extracted directory
4.) Edit Build Patch.bat accordingly (assuming it didn't work just fine out of the box), backing up the file in case you need a fresh copy (in case you mess it up)
5.) Use Build Patch.bat and copy the resulting patch file from your modding tools directory to your Saint's Row, replacing the original file.
6.) Play the game. :D If you don't like the mod, restore your backed up Patch file.
