I think it's only some things, such as the extra logos from the cumulative restore/unlock AREN'T required as long as the person that does have them it not using in any clothes.

It depends on what type of mods you're using. Mod, or addition.
If someone is using a mod that adds new weaponry to the game, definitions for those weapons won't exist on your PC and your computer will choke when it tries to figure out what it's looking at.
If someone is using a weather mod, like me, then content is *changed* in a very superficial way and the mod isn't required by both the client and the server. My weather mod modifies colors, which means while the client's weather won't look like mine, we both still have the exact same definitions for the exact same times of day. This means 100% less choking.
