I've already spoken directly with most of the established modders still posting here about trying out an alpha build of the current tools. If you've released mods here and are using Vista or Win7, let me know and I'll get you the info. Luke, I've been meaning to talk to you online about it but haven't seen you on Steam the last couple of days. Let me know via PM if you are on Vista/Win7 and I'll get you the details.
Also, an XP compat build is coming shortly for all the modders still stuck in the dark ages using a ten year old archaic operating system... which, as it turns out, happens to be most of you. 
I'm on Vista 32-bit.

As well as everyone else on this Windows 7-longing planet, I have windows XP and hoping to get windows 7 62-bit. Just look at Just Cause 2. Maybe other companys will do this too...

Vista 64 is a PAIN IN THE ASS. It doesn't run anything right like 32 (I'm using Vista 32 as well)...

The speedfix is great, but I'm having some trouble with it. Whenever I get to a cinematic, the game crashes without an error. If I rename the .exe to anything but SR2_pc.exe, the game runs fine (at the correct speed) but cinematics are also slowed. The slowed cinematics kind of correct themselves (as in they find the visuals jump to the correct spot every 20 or 30 seconds so it's better than nothing or the Cheat Engine. If I delete DXFreezerServer.dll and use the regular .exe the game runs fast but cinematics are fine. -_ -;; It's driving me crazy. I'm using Windows 7 32bit. Does anyone else have this problem or am I just messing something up?

That is some really bizarre behaviour, and you're the first person to report anything like that. Everyone else seems to be running it perfectly other than one user who is having a crashing issue when they alt+tab out of full screen.
So, let's start at the beginning. Did you:
right click install.cmd and choose to run as administrator? If you only double clicked it, that might be an issue, as it needs to run with elevated privileges.
Did you set the correct speed in the .ini? It should be in the following type format:
0.81
You are using the fully patched and encrypted Steam exe, and running the game through Steam, correct?
What are your specs? Most importantly, your CPU?
