npc_ is normal npc
cnpc_ is for cutscenes
snpc_ feels like some backup of npc
Volition oddly feel necessary to have seperate files (cars, homies, npcs..) for cutscenes and even missions. They might have some difference.

snpc is not a backup of npc. Both snpc_ and cnpc_ files are cutscene versions. Both snpc and cnpc contain all the cutscnene only characters like Javier and Laura. The difference between them though? I don't know. If I were to guess, I'd say they maybe stand for (c)loseup npc, and (s)cene npc. Closeup would be extremely detailed, while scene would be lower detailed for background stuff. Sam probably has a better idea since he has done a bunch of work on modifying the cutscenes themselves.

the xtbl is non modifiable, it is merely a binary version of the cvtf file. des is spawn info, pre overides everthing, and cha modifys the char.
Snpc is more detailed cutscenes. cnpc is activity cutscenes with very basic animations. although IdolNinja could be right.

You got that backwards there, chief. The cvtf is a compiled version of the xtbl file.
