Same issue, Intel Quad Q9300, AMD HD6850, 8GB Ram. It seems to be an issue with the 6*** series of cards. i hope there will be a fix soon.

The Game Runs really well when it's windowed and running full quality dx11 1920x1080. but the game has terrible framerate when i go fullscreen, halting to below 1 FPS on the main menu alone I have a 5970 ATI, 6GB Of Ram, Intel i7 (Non-Sandybridge),and other stuff.

I'm having some issues too. Auto detect set me on medium settings and I run at 1920 x 1080 fullscreen. During the intro missions it ran fine around 100 fps at some points. Once I got out to the streets and was able to drive , there seems to be an issue. I get the same 60-100 fps in cribs or buildings. In open world on foot it's between 40-60 wich is fine, but as soon as I start driving around it seems to go no higher than 35 fps. It also drops sometimes to around 20 and kind of stutters for a second. I wouldn't call it unplayable but lowering settings does not fix it. On the lowest settings, even in DX9, I still get the same performace. In fact even running at max settings I get about the same performace with only a small hit to the top frame rate during non outdors/driving around. I don't want to say "oh I should be able to run at max setting no prob" but the fact that nothing changes on the lowest settings is strange. Right now it's still playable so far but could be better at times. My specs are: Win 7 64 bit Intel i7 x980 6 Core @ 3.33GHz 12 GB RAM ATI Radeon HD 5970 2GB (with latest 11.10 drivers)

Spawncer: I don't mean to come off as the "Forum Police," but could you please cram all that information into a text file and link to it separately rather than posting it all in this thread? It's really a pain trying to scroll all the way down through it.

11.10 drivers actually worstened performance for me, 11.9 is better, but overall the game is still running like total garbage, indoors is great, but outdoors is anything from 60-10 fps irrespective of settings. That's in Direct X 10/11 mode, Direct X 9 mode seems to result in even worse performance.

Tried it some more and it is basically unplayable, starts out smooth and then the framerate just drops every 30 seconds or so until it eventually crashes (freezes) after about 10 minutes.

Getting the same issue here. Indoors it runs very smoothly (60+ FPS), but while outdoors the framerate loves to leap anywhere between 24-40 FPS. Driving introduces a fair few framerate stutters as well. Changing the settings does practically nothing, and I'm running 11.10
Win Vista x64 Radeon HD 6950 2GB Quad CPU Q9400 @ 2.66GHz 4GB RAM

I can confirm the problem is with ATI Radeon HD 6000 series cards. I have two machines with almost the same setup except for graphics. Both have the AMD Phenom II X4 955 processor and 4 gig Gskill ram. One machine has a Sapphire Radeon HD 5770 1GB the other a Radeon HD 6770 1GB. The machine with the 5770 runs the game without problems. The 6770 has framerate issues and freezing. Lucky for me I have another 5770 available to use for now but I'll miss the 6770 card..... hope a fix comes soon!
