Actually, I know that every assassination is possible after you've completed the game 100%, from first hand experience. IIRC the only real problem is with the N-Forcer vehicle theft. If you don't grab a spare one before STAG is defeated then you have to sacrifice the one unlocked by completing Stag Film.

I had the same problem, just wait for the random phone call on your phone. When you answer they give you a location to fight the gang. When you arrive complete the activity (I guess that's what it is) and you should keep the remaining notoriety. Now all ya do is keep 'em provoked. Good luck.

Thanks for the Tipp ! Im at the same part now, i have all Car Thefts 30/30 and the Luchadores territory is 96% but not 100% :)
