I have the city at 100%, I started doing assassination missions and now i find out i need gangs and their vehicles to lure the targets out. How is this done when the city is purple? For Luchadores i need 3 stars to get Almonzo to show, and one of their vehicles for Alajandro to show.

For the vehicles at least, you obtain some of them over the course of the game so you should be able to find them unlocked in your garage. That should help with a couple of them.

Is there a way to get Almonzo? I need 3 notoriety stars and the area only has Saints. Surely, they must have thought about this when testing the game. There must be a way.

Have you done all of the vehicle thefts yet? I know there were a few defended by Luchadors, even after I had taken over the neighborhoods. If it wasn't Luchador attention you need you could just do trafficking or snatch activities but I don't see either of those in Luchador territory. You could try starting snatch/traffick to draw Morningstar or Decker hostility and then run to Luchador territory - I doubt the spawning gangsters would change to fit your new surroundings but it's worth a try. Doing survivals in Luchador territory would be a sure way to build the appropriate gang hostility but I don't suppose you'd be asking on the forum if you were getting phonecalls every half hour inviting you to go kick Luchador ass.
There's only one thing left for me to do momma; I got to ding-a-ding dang my dang-a-dong ling-long.

I had the same problem, just wait for the random phone call on your phone. When you answer they give you a location to fight the gang. When you arrive complete the activity (I guess that's what it is) and you should keep the remaining notoriety. Now all ya do is keep 'em provoked. Good luck.

^Unfortunately, all 26 survivals are done. I think im doomed. To have the goal of the game be to take over the city, and then make side missions that can be done anytime revolve around whether you actually did take over the city, is simply a dumb idea. I dont even get the point of coding it that way. I dont think this company is very bright. For instance, the giant help tip popups the entire game that cannot be disabled. To me, that means if the makers were playing this game, they would need to be reminded of everything in the phone menu, and even how to get to the phone menu. That doesnt look good and im doubting they even considered a workaround to my issue.

Ah, Volition isn't very bright. And I agree those pop-ups are completely annoying... Although, sometimes I see some Morning Star around the Saints HQ (same with the Deckers around the Burns Hill Reactor), but it's hard to keep their notoriety up. I have the gang notoriety decrease thing (I'm sure you have it, as well), and it takes awhile to get 'em going. But I have managed to get 5 stars several times. As for the Luchadores, I haven't seen any. But I'm sure they're some that may spawn around the 3 Count Casino. I believe doing the Compensator vehicle theft gets the Luchadore notoriety up, and a Luchadore vehicle. Depends if you've completed it yet. -If that all fails, you can join a co-op game with someone who doesn't have 100% completed islands. That should do the trick.

For Alajandro, you should have Luchador vehicles in your garage.

I had the same problem. Get one of the Luchador vehicles out of your garage, go in their territory and make some roadkill. You'll have 3 stars in no time.

Just stopped by to say that the Bulldog car (Hummer type) works with the assasinatien mission. It doesn't need to be green. Found one in Luchadores island after I had the Luchadores teritory conquered.
